Simple New York Time Include Needed

My requirement is that I would like to build an EA that can get into a variable the Previous Close Price at the NY session close (its for an Index CFD EA)

The Time function should be in an include file please, with a parameter that allows me to specify the time of the session close in New York Time as a string - ie "16:00". It should take into account daylight savings time(DST) or no DST.

For implementation - I need you to provide me a very simple EA that retrieves the price from the include, at the time specified by the parameter, from the New York Session.
