Correcting a simple indicator, then combining it with another simple indicator.

Tarea técnica

Here is the requirement:
I will send you the indicator code. If the indicator line does not appear, simply draw a blue arrow pointing upwards below candle (0)—please refer to the attached images.
In other words, if the indicator line appears on the chart, do nothing (no action).
If it does not appear, draw a blue arrow pointing upwards below the candle. It must be drawn exactly at the start of the candle—without any lag—and must be fixed (non-repainting). This is the first step; once successful, there may be a second step.

That second step would involve combining this arrow with another indicator to filter signals, though I might decide to stop there and not combine it with another indicator.

Note: If both the red and blue lines do not appear at the start of the candle—meaning they do not appear right from the beginning of the candle—draw a blue arrow. The indicator is from a single repository only.

One more note: your comments and the developers' comments will be reviewed and addressed after 6:00 PM tomorrow. I will be online all day Friday to finalize this project with you. Thank you.
