I'm looking for a developer to update my EA.

I have a MT4 expert advisor which is Martingale.
It is good and works well. The entry is taken from the moving average, this is how it's sell/buy cycles begin.
I have noticed times where it experiences large drawdown is usually just after the 9 & 21 ema crosses on the 1HOUR time-frame.
As when this cross happens, we usually see a larger move which follows. Which means the cycle begins to trade against the move but you get caught in the big move which follows.
I am looking for some guidance from a coding developer who could update the existing code to prevent it from getting into a sell or buy sequence by adding a crossover of MA's into the code and a delay. So if this cross happens, we do not trade.
I am unsure of the time after the cross. Maybe 1 day post cross, we don't trade?
And I also assume we would need to manage any open cycles if we happen to be involved in one prior to the cross. Maybe something where if it is already involved in a cycle, it continues managing it. If it is not, then we delay the start of a new cycle for 1 day post MA cross.

Thus, my requirements are follows:
Implement 9 & 21 EMA - Add variable where the time-frame can be changed so it can be run on different time-frames.

Implement a candle delay function. Where is has a variable to allow a different number of candles to be inputted for testing/optimisation purposes. For example on the front end it can be changed to 5 candles, or 8. This function means once a cross has been detected, we can delay the start of new positions at X amount of candles after.

Implement a strategy to continue managing any existing open sequences if they are open before/during cross is happening. But not open any new position cycles if cross happens

In settings I want to add 3 parameters:
MACROSS Time-frame - (1HR/4HR/DAILY)
MACROSS Delay (candlestick number)
Continue manage open sequence - True/False
