A fast trade execution programme/ EA based on user defined entry and stoploss price lines

I am looking for an MT4 coder who can help me build a fast trade execution EA/ programme. This programme should be able to execute market and pending orders at the highest speed possible. When applied to the chart it should print two horizontal lines (with price tags) on the chart, one is an entry price line, and the other is a stoploss price line. The user should be able to drag the lines up and down to set accurate execution prices and it shall calculate lot sizes based on an assigned risk. The risk should be based on money (in deposit currency such as USD or GBP). The line colours on the chart and the prices text should be user defined for colour, thickness and font size. If the entry price line is set above the stoploss line, the programme should consider the set up to initiate a buy market or pending order. Its vice versa for a sell market order. Logical conclusions for pending orders should be derived from the positions of entry and stoploss price lines compared to current market price. There should be a panel on the chart that can be dragged around on anywhere on the chart with the use of the mouse. This panel would display 'market order' and 'pending order' buttons. The panel should also display editable place holder for risk and lot size. A specification of the panel should be made available to the successful coder. Accurate lot size calculation based on the assigned risk and fast trade executions are paramount for this programme.
