I need to create a utility to close any other advisers when news is released or other specified parameters.

The utility must be installed on one window and then it can monitor the work of all running Expert Advisors. Further, under the given conditions, the utility should disable the selected Expert Advisors and, when favorable conditions occur, enable them back.

Conditions under which the utility disables other Expert Advisors:

1) During the release of the news (selection of importance and time before the start and end)

2) When the maximum number of lots or orders is reached, as well as when the spread or volatility increases.

3) In case of excessive drawdown on the deposit in general and for the day.

4) Prohibition of trading at a given time. For trading on certain days of the week and times.

Conditions for choosing to interact with other advisors:

1) Symbol selection

2) Choosing a magic number

3) Selecting the type of orders (pending and market)

4) Disabling advisors or also closing open positions

1) Work without using DLL

2) Providing open source

3) Run graphic labels on the chart: symbol / spread / volatility / drawdown / time to close when the next news is released or before the end of the allowed time.
