Web-based licensing system for EAs/Indicators - Payment negotiable

I need a web-based licensing system for EA/Indicator licensing. I want to sell EAs & Indicators (both MT4 & MT5). I will allow only a certain number of allowed accounts per purchase. I need to be able to add the licensed accounts numbers with reference to a purchase order number.

E.g. A customer purchases one of my EAs. Then I will add some specific licensed account numbers (usually 2 or 3 accounts) with reference to the purchase order number on the server. The licensing server may have to be added under allowed URLs under MT4/5 options. The customer can not use the EA/Indicator beyond the allowed account numbers. 

• This should work for both MT4/MT5

• I should be able to search and find purchase order numbers or account numbers from the database via a web interface.

• I should be able to add, edit, block or delete the licensed account numbers with reference to purchase order number. 

• You need to provide common code blocks (for both MT4/MT5) which I can add to any EA/Indicator source code to implement this licensing system without any developer support.

• This has to be strong enough so that the licensing system can not be cracked/hacked easily.

• The licensing server should also have the latest security features to avoid any hacking.

• I can provide a domain/hosting for the server

Source codes of everything have to be provided upon completion along with support for implementation on my domain/website if necessary. Payment negotiable.
