Convert MT4 Target Bands Indicator to MT5, and make it non-repainting

Please convert the MT4 Target Bands (TB) indicatorhttps://www.trendfollowingsystem.com/target-bands-indicator/  (this indicator can be downloaded, and appears to include source code) to  MT5, and make it non-repainting.  This TB indicator will print a star circle for some candles.  Printing and erasing the star candle within (or during) each candle (before candle close) may be OK (let's discuss whether we want this indicator to do that or not).  However, after the candle closes, this non-repainting TB indicator should either permanently print or not print the star circle for that candle at candle close (based on the conditions or price as of close of that candle), and should  not later change that printing/non-printing of the star circle for that earlier candle.  Thus, this non-repainting TB indicator will not later (during a subsequent candle) change that star circle printing/non-printing of star circle performed for the earlier candle. Otherwise, the TB indicator should be identical to the current MT4 version. 

 I would like to have a short (e.g.,10 minute) video call before proceeding with coding this MT5 indicator, to make sure things are clear, and so that I understand any issues/concerns you may have with this task.  

I have decided to divide this EA development into two stages:  1) convert TB indicator to MT5 and make non-repainting (this task for $100);  and 2) Develop EA based on this new MT5 TB indicator.  Thus, after I receive (and test) this non-repainting MT5 Target Bands Indicator, I will ask a developer (possibly the same developer) to create an EA based on this new TB indicator.   I am looking for someone who can code this MT5 TB indicator very soon, so I can begin testing of this converted non-repainting TB indicator for MT5.
