Tarea técnica

I would like a EA coded to place a Buy Stop Order  at 659AM GMT and placed at high of that candle with a Stop loss of 1x Average True Range and Take Profit 2x Average True Range Risking 1% of Account balance. Simultaneously at 659AM GMT I would like the EA to place a Sell Stop Order at low of that candle with a Stop loss of 1x Average True Range and Take Profit of 2x Average True Range Risking 1% of Account balance. Also I would like the time it places the orders to be adjusted if desired as well as risk percentage and percentage of Average True Range to be used.
