Update EA

i want to keep everything the same as is but add a trade filter where it only take long trades if the 8 exponential moving average crosses above the  21 exponential moving average and price close above the 40 simple moving average. And it only take short trades if the 8 exponential moving average crosses below the  21 exponential moving average and price close below the 40 simple moving average. i would like this to be done on a separate timeframe than the chosen timeframe i want to trade. For instance i want to trade the ea on the m15 chart but want these conditions to be met on the h1 or h4 chart.
