Please help me to develop another EA with this strategy

Please help me to develop a new EA with these requirement

1. Grid Step = The EA will open martingale order if the Buy/Sell order price has down/up for every 15 pips. 
2. Hedging strategy =(The EA will open 2 orders which is BUY and SELL at the first time and keep 1 off the keep for long term and will open another martingale order based the grid step pips
3. Average take profit = 20 pips. The EA will set the take profit price based on the total martingale orders and all existing orders TP will follow the last martingale order so the EA will close the whole orders at the same time.
4. Trailing stop = Trailing stop to lock the profit and will only works for the first Buy/Sell order. For example, the EA will open buy and sell at the same time. When the price going down for 15 pips, the EA will open another buy martingale order and  the existing 1st order TP price will follow the martingale TP price and set the average take profit price 20 pips to close the whole orders. If the price keep going down, the EA will keep open the martingale position and modify the existing orders TP price based on the last martingale order and set the average take profit price 20 pips. When the price going down, the sell order reached 50 pips, the EA will set the trailing stop move to entry price and keep going lock the profit every 10 pips. When the price going up, the EA will keep the sell order until hit the trailing stop. So the EA will only open 1 sell/buy order plus 10 martingale orders depends on the price direction. And the EA won’t open another sell order before the first order close and keep holding it.

6. Martingale calculation = 1.5
7. Allowance martingale trades = 10 orders
8. Order comment = Robot Order so I know the order opened by the EA
9. Licensing system by Account number and expired date.

I need all the parameter settings.
