Line Coding

I need someone who can help me create a simple mt4 quiry.

Here how it works.

1. ON the indicator window, where ever i draw a horizontal line, and one of my indicator ( i provide) crossed and clossed above the drawn horizontal line, It will create a pending order with the corresponding candle (take the high of the candle, add the spread and 2 pips = entry, and for sell, take the low of the candle + 2 pips = entry)  and alert me on my cell

 2. And line get removed 

3. I draw the line again and step 1 repeats.

** if my indicator crossing/closing from below, its a buy and if crossing/closing from above, its a sell
