Audible Alert Every n Minutes and Stochastic Lines are Outside n and n Values

Note: Don't be put off by price, I really don't know what it will cost. Happy to pay fair price.

I want an audible alert to play when the following criteria are met:

• Every n minutes, but x seconds before the top of said minute. e.g. At 00:50 secs when played every minute or 04:50 secs when played every five minutes, etc.;
• Both Stochastic lines are outside m and y values. e.g. Outside the values of 20 and 80;

I need to be able to adjust all values. Within the script is ok, after you explain where to do so.

I need to be able to change the audio file that plays. Again, within the script is ok.

This should be much easier than most of the requests I've read today in this forum, trying to find such a script.
