1) Is it possible to see somewhere what is the number of users of MT4 platform and MT5 platform? Especially users of the Signals service?

2) How to understand if a particular instrument is available at other brokers/dealers? For example, my broker has WTI (spot oil as they call it) and has CFD on oil futures. Can I understand in advance if someone with accounts at other brokers can copy my signals (if they have these trading instruments)?

I opened a signal! But the account was with leverage - 1:1000.
And that's why there is no possibility to subscribe to the signal! I changed the leverage to 1:500. But the information didn't change!
What should I do? Delete the signal and create a new one? Or wait?

No, there is no such function in the signal service - you can subscribe only to those you want to use it.
