Freelance = paid.

Code Base = free.

The above is true, but also,

freelance = someone doing the coding for you

codebase = you doing the coding for you.

Ok as everyone seem to give it's partial advice, here is mine :

Freelance = Custom.

Codebase = Generic. (not sure it's the right term ?)

Generic works, because sometimes it is only a starting point, and the person making use of it still needs to adjust the code to fit their specific needs.  It is like a "one size fits all" part for your car, except here you can tweak the fit of the "part" to work better with your your code.
