Restarting the vps didn't work though
maybe you should try cleaning the vps and setting it up again.
clear the vps by migrating a single chart to the vps.
And then migrate your full trading setup again.
I have done much reading about this error is past week, and it is clear to me that this error is a internet connection related. And as you are in india, and your jurisdiction is well documented on this forum -- to block connections to trading sites, then, i think that it is pretty clear that your issue is related to same. ie the server that your vps is located, is deemed as a trading server, so is blocked by india. being blocked does not mean that it is 100% block, but can just mean your connections will be broken, or intermittent and unreliable.
Using a vpn may help, but not all vpns are alike, so you may need to try several vpns to find one that fixes your problem.I am still having this issue. Been almost 2 weeks.

Using a vpn may help, but not all vpns are alike, so you may need to try several vpns to find one that fixes your problem.but i think if my internet is being blocked then how did the vps on my second mt5 instance works without error, both these mt5 instance and mql5 account are being logged on the same computer with same internet access. also all the vps that are being used by me is london based, so i dont think the real issue is with the internet blocking the trading sites, i own 5 vps all from london 4 vps on one mt5 instance and 1 on another mt5 instance, so the problem iam facing is with the mt5 instance with 4 vps, among that two vps are logging details without any error, only two vps logs are showing the error for fetching the expert journal.
like i suggested in most recent reply, "if i were in your shoes"...
