Based on the inputs in your posted image, and merely the color of the arrows, it might be "Indicator Arrows"─or an even older version of it because the current 2016 version has more inputs:

Up/Down arrows drawn in chart window.(I haven't used MT4 in years but I deduced this from "Indicator_Arrows" for MT5 which is similar).
