This is the forum. It is not the service desk.

You may ask the service desk to allow you to open a new seller application. They might even give you advice on what to do right the next time. But they will not give you reason for rejection. It is clearly stated on the application page.

I experienced the same issue initially, but I reached out to the Service Desk about it and eventually got it approved. You should try chatting with them too, as there might be a system error on your end
