If you have $500 on your account the amount you will be able to withdraw is less than $500 because of the fees. It works like that. You put the value that you want withdraw, this is the amount you will receive, but from your MQL account will be discounted this value plus the fees. So if you want to withdraw $500 in a single transaction you must have more than $500 on your MQL account. That is why with $1000 "you will most likely be able to make 2 withdrawal transactions of ~$500 each (but no more than one transaction per day)". In practice the "maximum" is the value that you can withdraw discounted the fees (limited by maximum allowed by the withdrawing method - bank / card / etc). So if you have $500 you will see the maximum as for example $492 (wich is $500 - fees). From my experience it may have issues with cents, sometimes it will show that you can withdraw $492,33 but if try to withdraw this value it may fail, so you just leave some cents on the table and withdraw $492,30 and it works.
