The application caches a lot of data in memory and does not flush it to disk frequently. The logic is hard-coded in the application and users don't have control over it.
Also, please note that MT4 is no longer being developed for many years now.

NOTE: if your computer is in sleep mode or partial/hybrid sleep mode then mt4 and mt5 will often, not update the journal or logs either. This has partly to do with windows turning off disk or limiting writing abilities during this "sleep state".
