Eleni, one more thing. If I posted a job in the Freelance section and applicants came with bottom line tags like "Busy", "Loaded", and "Working", would it mean they were not available for the job? If they were not available, why did they apply anyway?

Secondly, their arbitration records as opposed to overdue records, which one should I consider most in selecting an applicant?

If time is not crucial for you, you could still choose a good developer that is busy or working.

It has applied for your job because he wants to do it, but he will be slower than others working on it.

Arbitration stats are more important than overdue figures in my opinion, but its up to you really.
