The data are provided by the broker, the DST is set by them, so ask them.

Quotes in MT's history are marked by timestamps that were in action on every corresponding bar according to broker's time zone and on/off switches for DST correction. When a broker switches DST or changes time-zone ad hoc, this normally does not change the history, but only affects the rules for generating timestamps on forthcoming bars in future.
