Besides the above, also check if you have any notifications being sent to old or invalid MQID's.
This may sometimes be considered a DOS attack and cause a temporary network ban with 403 errors.

Hello, today I experienced a very stress time. I got Http Error 403 and couldn't access the website mql5.com from four devices. I was in the middle of communicating with my developer when this occurred and for 6 hrs this error persisted i.e. from 5:30 am - 11:30am GMT+3.
My request is that Metatrader should notify us in advance in case of any scheduled downtime for proper planning purposes
