That is the explanation, the new reports module uses this technology and that technology is not included in the Windows Server 2019.

You need to install Webview2 Runtime to the same prefix as the terminal. In the example the prefix is /.mt5.
WINEPREFIX=~/.mt5 wine MicrosoftEdgeWebview2Setup.exe /silent /install
You can use the script for Ubuntu/Debian from the article at the link.

Yes it works but the display requiring WebView2 is a bit erratic.
