i cant migrate my expert to VPS

with this code 

2023.01.05 10:40:49.046 Virtual Hosting 6430002: failed to send migration data [1003] (tls - read timeout for 45000 ms)

I found the following about 1003 error:

1003 - WebRequest implementation internal error.
You can check which error description is returned in the result parameter of the WebRequest function.

You can change MQL5 VPS server here(Change Server): https://www.mql5.com/en/vps/subscriptions
and if it does not work so it is the error in your EA (seems, your EA is using WebRequest).
