Help with arbitration freelance

I did a work with a developer, he convinced me to pay upfront, but didn't delivery anything. It's been 9 working days, how can I open an arbitration, because I'm not finding anywhere and on the info about the job it just have the review button

For the funds to be released to the developer, you must have clicked to accept what the developer has done and that the final work has been delivered.
There is nothing to arbitrate because the job is finished.

You can try messaging the service desk and see if they are willing to do anything.

You have confirmed the step handover and payment. Review is available only after that. Arbitration is available only before that.
