No! Not at the open of the bar. Only possible if you wait for the quote to move to the desired price, but by then it may already be a invalid signal or it may never happen at all.

I repeat, Heikin Ashi is just an indicator in the form of a candle. It is not a real candle or bar. It is virtual. It is just an indicator.

old post but, what might be interesting is that you can make a condition in an EA to check if the bid price is at the lowest or highest open price on the last few bars (ArrayMinimum/ArrayMaximum index), but as said, quotes are always changing and some prices become unavailable, which means the EA might enter there or might not (while more often not), and the open price will refer to the actual bar open price
