Хотя если разные сервера разных ДЦ пробовали с одинаковым результатом, то... Странно, короче. Надо для начала с провайдером все же поговорить, а потом, если не в нем дело, дальше смотреть.

Right-click-Manage-Services and Applications-Services-Windows Firewall/Common Internet Access (ICS), double-click on it to disable it (the service itself is in the directory at the top), then disable the Security Center in the directory at the bottom. If it does not work, switch it back on. There is no need to reboot.
