In other words, no other "institution" in Russia has the authority to award academic degrees. That is why the Russian Academy of Natural Sciences is not even on the "subject". Even if somebody defended his thesis on Eniology(Eniology (from ENERGOInformation Exchange) - a pseudoscientific current that claims to be "the science of energy-information exchange processes in the Universe), it has nothing to do with the Higher Attestation Commission.
