It's not about the rate. It's a 45 yard LTRO. That is my understanding that on Wednesday the ECB will exchange 45 yd EUR into USD and hold it until 2020. I haven't seen much of a market reaction at times like this but nevertheless. Who knows better correct me. I could be wrong.
