You could try reducing the swap file or doing away with it altogether. The cache itself is not adjustable.

On Windows 7, in Task Manager, I think there was a link to "Open Resource Monitor", where you can see if someone is loading the disk subsystem. Looked at the CPU load to fully load the drive, it's supposed to be more of a load, probably not the problem.
 
On Windows 8, I had a similar problem recently, rebooted and it hasn't happened again. Ugh, ugh, ugh...
 
I notice similar lags when agents start eating up 600-700 MB of memory. It puts a strain on the drive, but it doesn't affect the system too much. But if the agents eat up 1 GB or more (when the system has only 4 GB), I get up from behind the computer. It is better not to touch it at all during such moments.
 
It would be nice to be able to limit the memory for the tester, otherwise it's not us selling excess resources, but us using computer resources when the tester doesn't need them...

Small paging file size affects the stability of programmes...

The only way out is to modify the agent so that it doesn't eat up all the memory!

 
Task Manager - View - Select columns - "Memory - allocated memory" < - tick the box.
