How to go about finding out how much a custom indicator would cost to have made.

I saw a post that said to go to the freelance tab to get stuff created. But I don't really understand how it works. How much it costs, if the source code is included, or the other questions to ask. Would anyone care to share some insights?

For example, a couple of indicators I might pursue to have made would be a trendline that you can place an alert on. Also an adjustable horizontal line/s option that highlights specific times of day that I would want, whether it is ny, london, or custom times outside of that. A seconds timeframe indicator would be great as well, giving me the option of watching a chart anywhere from 1-60 seconds.
