fresh windows 10 install with all updates, new mt4 install wont even launch

There is noting in the event log and all I have in the mt4 log is this 

JR 0 11:22:58.242 Terminal exit with code 0

HS 0 11:22:58.286 Terminal stopped with 0

KK 0 11:22:58.295 Terminal shutdown with 0

avast

they seem to have changed things recently. you now have to add exceptions to apps you want to use else they are blocked. I have been with them for over a decade so it wasn't an obvious thing to look at.
