Can't active EA on new PC

If it is written as "0 of 5" so it means that it was 5 activations in the time when you bought this product, and you used all of them (you do not have activations anymore for this product).

Hi, I'm using an EA which has 10 activation times. Recently I tried to download that EA to a new PC but I saw the sign "Out of activation times".
Why is that? If I remember correctly I've just used it around 5 times. Please help solve the problem!
