No one reported about any issue with Webmoney on Russian forum (a lot of members of Russian forum are using Webmoney).
So, I think - it may be something related to the users of this mql5 portal (withdrawal restriction, "financial operations are limited" or any).

You can write to the service desk asking them for advice (with the link to this thread).

I topped up my phone/sim card using webmoney yesterday, and I sent some small ammount to my Visa card from webmoney (day before yesterday).
So, webmoney works.

You should ask the service desk related some issue concerning "mql5 withdrawal using webmoney" with the link to this thread (just to inform them about this issue for possible fixing for example).

If you already sent so it means that they informed about it (they may not reply on same working day for example).

I send ticket to service desk and they answered me as below :

Our payments provider does not accept WebMoney withdrawals for users from Iran anymore. This does not depend on us.

Sorry for inconvenience.

You can try to withdraw to a card or PayPal account.

This is so bad for us,

But don't worry, always we find solution

 
They also banned WebMoney Withdraw for Pakistan. No solutions seems to be in sight
 
Also from my end there is a problem. 
seems Russian Forum not aware of the problem as it doesn't affect them.
