Do I need to fund my account before hiring someone for a job?

Hi I'm trying to hire a freelancer and getting the message of "Not enough money to pay for the work"

Do I need to fund my account before I can hire them?

And if so, do I just need to put in the job amount ($35), or are there other fees?

I find this whole hiring system pretty challenging. There is no link or message or information on the page.

Yes, you have to fund the account before moving to the next stage.

This is so that the developer knows that he will be paid as the funds will be locked in your account.

There should be no additional fees unless you have to pay VAT in your country.
