Hi,

is there a way to make a normally paid indicator that is listed in the Market available to select users at no cost? 

Let's say you have developed an indicator, put it on the Market and want to share it with your friends.
You don't want your friends to pay, but you also don't want to send them the raw files.
How could one leverage the infrastructure of the Market achieve this?

No, there isn't any way to offer something at various levels of pricing to different members here in MQL5.com.
