There is one option only which I found -

If you cancel a paid subscription, the remaining time is returned to your MQL5.com account in the form of "free" minutes. Which later can be spent on a new subscription "for minutes."

There is no refund option for MQL5 VPS as Sergey already remarked, but your remaining time is added as free minutes in your MQL5 account, upon cancelling your MQL5 VPS subscription.

When you will need to employ a MQL5 VPS again, you will find your free minutes available as an option.
