FREELANCE MARKET: I am unable to select a Developer for a project. His contact is listed as BUSY, but he says he has been getting other projects. HOW DO I FIX?

This Developer has previously handled project for me, and I would like to select him to add features to the EA we have developed. I listed the project as available to him only, but his contact came up BUSY. Just now I edited the project to be open to any developer, in case there was an issue with his account name, and it came up with this. I am waiting for him to access the project again, now that it is open.

Tell him to close some (old) jobs.

And also that there is a limit of 10 new jobs in 24 Hour.
