Truth be told, Metaquotes relocated to Cyprus decades ago. To be clear, the website hosts multiple Forums. In terms of languages, there is a Russian Forum but this is the English Forum.

There is no restriction on who posts what from where, aside from the language used within posts in each language Forum.
