It looks like a classical case of lost confidence so far : there were great expectations after a bold statement and when nothing actually have been done and when it now comes to "you should decide" no wonder that it is sinking. So far the "whole in the bubble" is not too big hence the slow but steady decline, but if some bad news come in who knows what can happen
