I moved your post to this thread because as I know - one of Maksigen indicator can do it (drawing horizontal lines of high/low at select number of bars). I am not sure about every hour on M15 as it will be on every M15 bar.

Yes, because if we have 9 am for Alpari so it is 6 am for IBFX in case of same bar.

I just updated indicator on this post https://www.mql5.com/en/forum/173317/page4 (post #54; name of indicator is MaksiGen_Channel_tweeked). It is same as MaksiGen_Channel but with default settings, besides - I removed second channel and we can ignore Time.start2 and Time.end2 (it is second channel for the day). In this case - we will have just one channel started from Time.start1 = 08:15 and finish with Time.end1 = 17:30.

And yes, you are right - it is Alpari NZ time. In case of IBFX - we need to subtract 3 hours.
