I am new to trying to script in MT4 - what good resources are the for this?  I want to learn the basics first with some simple tasks like get the values of the previous candle or range of the previous 7 candles for example.

Look at the above menu. There are Book, Documentation, and Code base links.

The book is user guide; documentation is a technical reference on MQL4 and in the code base you will find a lot of examples of all levels of complexity.
