When I open MT4 Terminal it comes up with all TOOL BARS off and I must manually enable them one by one.

Does anyone know how to keep all tool bars set during power up.

You set it up. Once satisfied, close the terminal. Sometimes you need to do it more than once.

Not a normal situation, I suggest you to report this to ServiceDesk of Metaquotes.

This used to happen few years before to me, the solution was to delete (rename) MT4\config\terminal.ini file. After restart, MT4 will create a new terminal.ini. You will lose all settings, but new configuration will be remembered after that.
