There must be something with RAM because i think 4 gb quadcore is a bit small for over 30 terminals. Try upgrading to core i7 with 8gb RAM. Otherwise you can try reformatting the server then reinstall your OS it might also be having errors from the numerous installation and uninstallation done to it and this usually make even powerful PCs slow down on simple tasks. Once you have formatted and reinstalled the OS and the terminals i would also recommend you run disk cleanup and defragment your disk before running them to make the system more efficient.
