Could someone help me with a template or some advice on how best to build a multisystem ea?

The Easiest way I've found is to write the Template first. The Template will contain all your Functions like a Library File. Then you add Systems to the Template with Include files.

This is a good question. My answer is, I have NEVER seen such a template before.

That article have more to do with self-optimizing systems by using automation to virtually following a set of systems. Then allow the best system to do your trading. This is another approach to the so-called change EA when it's not working anymore ... etc. Follow my thread here, I'm attempting to remodel my template and test some self-adjusting EA approaches.
