Changing start/stop times of candles

Is it possible to change when a new candle opens?

For example, let say I am trading a H1 chart and a new candle open at the top of each hour.

Is it possible to make a new candle open at a different time each hour, say 12:51, 1:51, 2:51, etc., etc.
just to get away from the influx of activity that typically occurs when a new candle is about to open.

Now that I think about it, you could probably alter the data and change the open time. But you'll be creating your own fake data. No good for testing.
