Running Expert Advisor on Offline Chart

Does anyone know if running an Expert on an offline chart is supported by MetaTrader 4?  So far, I have been unsuccessful in getting MetaTrader to call the start() function on an offline chart.

Can you give a very simple example of an EA that runs offline? I would really appreicate this if you could.
