Adding "CORRELATED TRADE CHECK and A "TRAILING STOP" to existing EA

I am looking for professional coder with experience coding and modification with complex long code. Coder must be very efficient in the English language. I do understand that this code may not be perfect-occasionally there might be an entry signal firing off simultaneously on two different pairs. This code should be quite helpful when there is a big move on one currency if I have many pairs opened.

My EA has lots of functions and has 1800 line of code. I use 22 pairs on EA.

This new code I call "CORRELATED TRADE CHECK"  this is to reduce or help avoid the situation of having multiple entries open in the same direction on the same currency. For example: if i am already LONG EUR/CAD (Long EUR, Short CAD). No new entries ( on other pairs) will be allowed Long EUR, Short CAD. 

 I also would like Coder to have an Input that can have an ON/OFF switch to control allowing Long EUR or Short CAD as described in above example. So, from our example above: EA is Long EUR/CAD, and if switch ( name??) is ON, other pairs are  still  not allowed Long EUR, Short CAD. Although since we have switch ON then other pairs are allowed Short EUR or Long CAD. If Input Switch is OFF, then no other pairs  allowed  Short/Long EUR or Long/Short CAD to open orders, until EUR/CAD Long has closed.

 Another Input I would like is in the case of an account in a draw down and EA continues opening multiple pairs and then Margin Level gets to low. I want a input that will stop allowing all EA's on pairs from opening new orders by using specific Margin Level percentage. For example: Ea and manual orders are opened and Margin Level % input is set at 500%. Once the account has reached Margin Level of 500% no more orders are allowed open. Trader can manipulate the Margin Level % Input if he chooses to allow additional orders bye changing the input. If coder can have some sort of warning message or change of back ground color to alert trader.

This EA needs a trailing stop. I would like to use a Moving average for a trailing stop. Warning: If multiple orders are opened on this EA then the orders will be closed together in a basket per EA build ( Basket take Profit). This EA also uses multiple functions/inputs that manipulates the Basket take profit.                                                                                                                                                                                                                                                                                              The trailing stop will be used by Moving average: Simple, Linear, exponential etc..( the standard package in MT4).                                                                                                                                                                                                         I would like inputs of how the order closes by the trailing stop.  Example: Closes by touch of moving average. Closes when Candle closes at or above / below (long,Short). Input for time frame of candle.                                                                      I also would like to have a shift ( bar shift) input, which shifts -/+ moving average by each bar.                                                                                                                                                                                                                                     - If multiple orders are opened I would like to be able to partial close orders manually and not affect trailing stop or Basket take profit on remaining orders. 

How the trailing stop will work. Trader sets trailing stop to the Basket take profit. Once one or all orders reaches the Basket take profit value, the stop loss is moved to protect profit. If price moves in our favor then the profit will be taken by the moving average either bye the touch of the MA or if trader uses candle close. Then in a  (long example) when price moves back down piercing the MA and closes below MA then profit is taken.
