Create an EA which send other indicator up down signal to .net windows application

hi 

i want indicator/ea which can watch other indicators and send its signal to windows application.

indicator must be configurable like
watchIndicatorName[indicator name we are looking for up or down arrows]

UpArrowNumber[buffernumber for up arrow]

DownArrowNumber[buffernumber for down arrow]


so as soon as this indicator detect signal from watchIndicatorName  it will launch a process on next candle for example

signalprocessor.exe "eurusd watchIndicatorName UPSignal price(1.2332)"


it should work with any available arrow buy/sell indicator


must work with any currency pair


only for mt5
