Develop a library to enable communication between two EAs over the internet

I will like a libary developed for me that facilitates communication between two EAs over the internet. Preference is that it should not use a DLL but if that is what you can do, still apply as long as it is simple.

Please see attached summary specification of this task.

Edited: There will be no server inbetween. I don't want to have an http or a web server inbetween. That is an additional infrastructure I do not want for my project
Based on developers questions, I am providing more info

Edit 2: I wrote the EAs myself. There are no APIs. It is simple MQL5 EA. EA 1 is hosted on a VPS and EA2 is on normal desktop trading environment.
EA1 does work on the VPS that sometimes needs info to be communicated to EA2.

E.g. EA2 creates an order but it resulted in a rule violation when EA1 picked it up. EA1 then needs to inform EA1 of this error in the form of:
"Your ticket xyz trade resulted in an error because you have exceeded you daily loss"
EA2 will pick this up and then display it on its terminal for the user to see.
User has no access to EA1 - that is hosted on the VPS.
